Not very far, you will get threatograms from roxburghe and their new solicitors demands payment, just ignore them. I have never hear of new generation doing the small claims. They are not compliant with the bpa code of practice or pofa 2012, so they'd be nuts to try it.

Ignore everything unless you get a notice before action/claim or a small claim, I got to say its highly unlikely.
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Ignore Roxburghe; just Google them or 'search this forum' about them; you will soon see they are useless pen-pushers, middle-men, nothing more.

But send a complaint letter to NGP enclosing your previous appeal (you did quote the right fake ticket number, yes?). Also a copy of the Blue Badge again. Copy in the landowner or managing agent or retailer at this site and say you are disgusted that your genuine appeal was ignored. Point out that, not to reply and send you a POPLA code was a breach of the BPA Code of Practice and to continue to harass a disabled customer is an illegal action by their agent which is disability discrimination by all concerned. Say that if they do not desist and cancel this fake PCN right now you are minded to sue all parties - including the landowner - for illegal harassment and breach of the Equality Act 2010.

If it's a retail park and you don't know who owns/runs it, you can easily Google the name of the site to find results which will show you who the owners are and who runs the site (managing agent). They need to receive your complaint.

If NGP do not cancel but instead send you a 'POPLA code' come back for help to word a winning formal appeal to POPLA. Sending a copy of a blue badge and a normal 'mitigating circumstances, look I have a badge' appeal to POPLA will lose.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
