Yes but the receipt should have the VAT number even if the VAT element is not calculated. The receipt the OP posted does not include Tesco's number.
agreed, the link i posted states a simplified receipt (invoice) for under £250 still must have the following clearly stated:
the seller's name and address
the seller's VAT registration number
the time of supply (tax point)
a description of the goods or services0 -

I'm quite sure Tesco print their VAT number on the back of the receipt. VAT number and registered address on the back, and the rest on the front. It's all perfectly valid (for under £250).0
