21/22 threshold for redundancy pay

Hi,
I've just been made redundant and I'm looking for clarification on the age difference aspect.
I started in April 08 when I was 21. I turned 22 in the June and I've just been made redundant so I've been there five years aged 22+ but was 21 when I started. How is the payout regarding age difference determined? My HR department says I'm entitled to 4.5 weeks pay but I just want to make sure I'm getting everything I'm entitled to.

OP was also due to receive 5 weeks' notice (unless contractually entitled to more) - either worked or can be paid in lieu0
