Obtaining rear access to my garden

Hi All,
Looking for some advice on where to turn to to start the above process. My garden backs onto a dead-end road, and I would like to find out who I need to contact to get pedestrian access out to it. There's a grass verge between my garden and the path / road with some bushes growing on the verge. Is this a council matter, or do I need to find out from the Land Registry who owns the verge, and go through a Solicitor to obtain authority. Or alternatively, do I just go out in the middle of the night, cut a path through the verge, stick a gate between it and my garden and say "finders keepers"?
