Paypal dispute query

Good afternoon helpful people!
I need to point out that my purchase was not made on eBay but an online shop which is very popular. It is based in Hong Kong.
I made an order for about £20 odd pounds. The website claims to dispatch within 24 hours. However I did not get an email to confirm dispatch and my order status on the website is marked as pending (and still is!). I send the company two emails querying an update and had no reply. I posted on their Facebook 'wall' asking for an update and they simply referred me back to their Customer Services which I had had no response from anyway.
I paid via paypal so decided to raise a dispute for item not received. I detailed that I'd tried to contact he seller with no response and that I'd had no confirmation the parcel had even been dispatched. I left it for a couple of days but the seller did not reply to the dispute so I escalated it.
The day after I escalated it they updated it with a tracking number. The tracking number for Hong Kong post simply says that it has left HK. The tracking number obviously doesn't work on RM or Parcel Force website.
Paypal is saying that its waiting for my response and if I don't respond then they'll close the case and return the money to the rightful owner.
The only options paypal are giving me is to either close the case or change the reason of my dispute to item not received to item not described.
Obviously I do not want to do either of those things, but I'm concerned that Paypal will just close the case in favour of the seller for a parcel that I've not received.
Despite the fact that the parcel was coming from Hong Kong to here, it certainly should have arrived by now and I know others who ordered around the same time have received their parcels. Sadly I think its got lost in the black hole.
What will paypal do if I don't respond to their request for action?

I would call paypal and tell them to actually look at the tracking number which shows the item has not been delivered.0
