Highview, Livingston and Blue Badge holders

As the registered keeper I received a PCN from Highview for my vehicle overstaying the time limit.
On the day in question there was a blue badge holder present and I believe although the car was not in a disabled space, the Blue badge was displayed throughout the visit. Not even sure if there are disabled spaces there.
Question is would this be better appealed or should it just be ignored.

Don't appeal it - Ignoring these jokers is still a perfectly viable approach in Scotland but as the BB regs do not apply in private carparks, a letter to the retailer concerned informing them that a disabled person was involved and insisting they get the ticket cancelled as a reasonable adjustment under the Equality act is a good way to get started.0

Ignore it otherwise any appeal gives away who was driving. NO POINT.
But complain to whoever contracted Highview there. If Tesco or other retailer, send them this (below) and ask why their parking agent is ignoring the Equality Act 2010 (which replaced the DDA and which does apply in Scotland as well). If it's a multi-store Retail Park send the complaint to the owners/managers:

Enclose a copy of the Blue Badge and ask how exactly do Tesco {or store, or retail park} comply with the Act by offering their disabled customers longer shopping/parking time. Write it as a complaint and send it to the store manager and to the CEO of Tesco (email addy is on Princess Cinderella's Highview thread).PRIVATE 'PCN'? Look at all the links to successful complaints to retailers I just posted for that poster. What happened when you formally and assertively complained in person or by letter/email? This was disability discrimination in your case so I assume your complaint was easy enough to get it cancelled, if not escalate it to the Supermarket CEO.
Here's a complaint I wrote on pepipoo for someone about and alleged overstay by a protected disabled person at Aldi, so similar wording will apply to your case:
