I agree with Umkomaas and Custard pie. Do not ignore a fake PCN first letter 'Notice to Keeper' (as it should be but I know UKCPS' version is misleading).

You need to appeal without saying who was driving, talking about 'the driver' in the third person and NOT referring to the windscreen PCN at all. Like in these examples:

Not sure why people think it's still a good plan to ignore, when any thread on the entire parking forum in the past 3 or 4 months has repeated the same information again and again. And it is NOT TO IGNORE (unless in Scotland).

Clearly you appeal and then you win at POPLA. Like everyone else does.
