PCN by P4P - Help needed!!!

Hi all,Hopefully you'll be able to advise.


Two days ago I parked my car at my home address, in a secure underground car park, in the space that I have parked for a year since I moved in. For the first time my permit had fallen from the dash and wasn't on display.
When I returned to my car today I had two yellow envelopes stating 'Parking Notice Enclosed' stuck under my windscreen wiper, one for yesterday and one for today, both around lunchtime.


I've spent most of this evening on the net researching the company that issued the ticket, P4 Parking, and reading endless amount of forum posts. Here are my concerns:


Every time I try to find out if P4P are registered as a member of the BPA AOS the website gives me a 404 error code and I can't find out?


Can I appeal to the company that own the housing development as my permit is registered to my car, and therefore they know that my car has a valid permit? And that same housing development have not provided any means of me permanently displaying the permit (adhesive or something similar to tax disc holder) so it sits on the dash - may be a mute point?


Every time I've parked over the last year I've displayed the permit.


I'd have to double check the sign tomorrow but I'm sure it states that vehicles must display a valid tax disc at all times, however I know for a fact that for 6 months a car that was under a car cover didn't have a valid disc but was never ticketed, so the officers never could be bothered to check.


Neither of the PCN's were stuck to the windscreen, only under the wiper. Not very secure...could be mute point.


I've seen a lot of forums advising to ignore the PCN, so any advice would be appreciated considering my circumstances. Need any more info please let me know.
