PPI Claim problems with Lloyds TSB

I spoke to Lloyds last year who informed me over 10 years I paid ppi on a loan - I had no idea I had paid this so tried to claim it back. they sent me a standard letter saying the ppi was not missold. Finance ombudsman took this over and I received a letter from them a few months ago saying Lloyds had agreed to refund me and were contacting me with a figure. I didn't hear anything for 8 weeks so rang Lloyds. Then I received a letter from Lloyds saying there was a mistake and I hadn't paid PPI they stated in the letter that they enclosed paperwork to show my loan agreement which was not enclosed. I rang them to ask for this paperwork - they resent the letter worded slightly differently and omitted the part about enclosing paperwork so again I have not received a copy of my original loan paperwork. I have contacted the Finance Ombudsman again but am not really getting anywhere - has this happened to anyone else?
