its not a free card but is very common in whole Europe (just read that its going to be discount card dor USA as well)..

I had it few years ago while traveling around Europe and it was very helpfull...
To get a EURO<26 card you will need to;
* Download, print and complete the application form http://gbyoc.org.uk/euro26/apply.asp
* Attach a passport size photo to the form
* Provide a photocopy of some identification e.g. passport or birth certificate.
* Write a cheque for £7 for one year or £10 for two years payable to GBYOC
* Send the form, picture and cheque to:

If I were you I'd just pay the cash out to get a citizencard, they aren't too costly and don't need renewing.
