Parking ticket through the post!?

Hi,
I have received a parking ticket through the post. I was parked on a street where you need a permit, or you need to display a visitors parking permit/stub. Basically I have a book of these tickets and I did pull one out, scrape away the bits on it which show when I arrived there (date, time), put it on the dash and went in the house.
Evidently the wind must have caught it or the air pressure when I shut the door because it must have ended up off the dash and in the footwell.
I was only at the house for a few minutes and I only saw traffic wardens when I left, they were approximately 6 houses away. There was no ticket on my car.
So, I received a ticket through the post saying I had parked illegally, and they had sent it through the post because the wardens had been prevented from applying the ticket to my car because I had driven off.
Firstly, I find this distasteful as it is a blatant lie. I did at no point prevent them from applying a ticket!!
Secondly, I had a valid visitors permit/stub. So I wrote back disputing it and I enclosed the parking permit/stub from the day.
I received their response - basically, tough. Pay up, and it's no longer £35, it's now £70. They enclosed photos of my car, and the ticket was not on the dash - as previously explained it must have fallen off.
Do I have a leg to stand on here? I wasn't aware that they could now just walk along taking photos of cars and not applying tickets, rather they send them through the post. I am livid!!
Any advise would be appreciated. I pay for the visitor parking permit and although I am at fault for it having fallen off the dash, I would have hoped there would have been some leeway here from the Council (Coventry, by the way). I feel these wardens are a bunch of gutless drones if all they do is take photos. Is this the Council's way of ticketing as many cars as quickly as possible? With cameras everywhere now, can they use them to ticket cars through the post without actually going to the car???

Ah, the "fluttering ticket" defence (or permit, in this case). Take yourself off to the Council Parking Tickets forum on Pepipoo.com, sign up and post your story for detailed advice (lots of experts there on this sort of problem).My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
