Child benefit - cap on number of children?

Trying to work out some form of a budget for when my twins are born (not due till December) and I seem to recall there being talk of a cap on Child Benefit at 3 kids? Am I remembering correctly, or has the heat and pregnancy finally frazzled my brain? Did it ever come in? Struggling to find anything on Google about it, so thought I'd ask the experts here.
I'm assuming that if Child Benefit is capped to 3 kids, then CTC will be too?
And, just while I'm here anyway, I assume that there's no longer a premium on CTC for a baby under a year? (My current youngest is 7, and things have changed a lot since then...)

George Osborne was wittering about it last year and it got some more publicity after the Philpott murders. Not sure if this is going to be turned into legislation but nothing will surprise me.

You may have to send your oldest children out to work or sell them or worst case scenario abandon them in a park tied to the railings

There is a total benefit cap - which child benefit counts into, as does child tax credit.
If your only benefit claimed is CB/CTC, the number of children needed before you hit the cap would be rather large.
If you live in high housing cost areas of the country, and get help with housing costs, even one or two children can make you hit it.
