When is a 4 bed house not a 4 bed house?

Advertised as 4 bed. In reality it is 3 bed with an extra space that is big enough to be a bedroom.
Are there any issues re the deeds, tax etc about turning the space into a permanent bedroom? Would need an internal wall adding and an internal door. Maybe an external window.

Can't see why but you would likely need building regs and possibly planning permission if there are external alterations.0

Possibly yes - depends what kind of window. Dormer definitely will. Velux probably not.0

To count as a "bedroom" for building regs purposes it needs to have a secondary means of escape (which is usually through a window).
This doesn't stop you deciding to use it as a bedroom, but you can't advertise it as such0
