Norfolk Parking Enforcement — Parking Charge Notice... What Do I Do?!

Hi MSErs! :wave:

Unfortunately I just got one of those infamous 'Parking Charge Notices' slapped on my car. After parking in an area on private property for an hour, I returned to find a PCN taped on my window.

The fine is £100, with a £40 discount if paid within 14 days (+£4 processing fee). Standard stuff, but still ludicrously expensive, in my eyes.

I got one of these from PCP in 2011, and just ignored it. And nothing happened. But this new legislation (Schedule 12) concerns be a bit. What should I do?

I've linked off to some pictures which might help illustrate the issue. The other bays were marked with signs — the bay I was parked in wasn't.

What do you think? Any advice appreciated.

    For one NPE Ltd is not a parking company,

    The signs are in the name of NPE ltd who have offered you a contract to park (Bear with me here)
    As npe ltd are not a parking company nor are they a member of an approved trade association they cannot request your details so if you ignore it thats the end of it....

    HOWEVER

    Norfolk Parking Enforcement Limited will be the ones who put the ticket on your screen, They did not offer any parking contract and as such they cannot issue you with the charge.

    If they then request keeper details they do not have reasonable cause as their signs were not displayed in the car park.

    If they do get the data and then chase you they would IMHO be committing the offence (criminal) of attempting to obtain funds via deception

    After further discussions you should email the DVLA (someone will have the email here)

    Send a copy of the ticket and states that the signs are in the name of NPE ltd but the ticket is Norfolk Parking Enforcement limited and they have no reasonalble cause to access your data so it should not be released.

    Do nothing until or unless you get a Notice to Keeper through the post. As said, it shouldn't happen.

    Your options are pay, ignore or appeal.

    If you choose door number 3, do as Guys Dad says and wait until you receive the NTK in the post.

    I don't believe the discrepancy on the signs between the company and trading names is as critical as ppc_guy suggests, however it may be enough to scare them off.

    Thanks so much for your replies! Is the company name discrepancy enough to go on? I just noticed a small subtitle at the bottom of the sign stating 'NPE is a trading style of Norfolk Parking Enforcement Ltd.' Does this change anything?

    Doesn't change the basic advice in beating this, which is to wait to see if they send you a Notice to Keeper. Only then do you ever appeal a private parking ticket (unless the car is hired/leased from a company owner who might panic and pay!). And you do NOT say who was driving when you do get to that challenge stage.

    What are my grounds for appeal though?
