Google chrome problem

OH cannot get google chrome to open so he cannot access his e-mail account or use the google search engine.

Yes it might be that the installation got corrupted, if you download it again it should overwrite the current installation and hopefully fix the problem.0

Google Chrome is only a web browser, just like IE (and others). As such, he'll be able to access his email with most browsers. He will of course need his login details, which may be remembered in Chrome, so IE perhaps hasn't.
