Problems with section 20

I have a 125 year lease on a four bedroomed flat and at the moment am having an argument with the landlord/freeholder as to who has the resoponsibility for the windows in the flat.
In my lease under the section entitled "DEMISE" it says "The Landlord demises to the tenant the PREMISIS" and in the section entitled "PREMISIS" clause 6 states "The doors and windows and the door frames and window frames and the glass therin"
At the moment we have been issued with a section 20 notice for works that include redecoration of the windows, where in fact most of the lease holders have recently redecorated their own flat windows. Are we witrhin our rights to refuse to pay the landlord for works to our windows.
Any help would be appreciated.

Well it looks like it, unless there is some clause elsewhere that contradicts or limits what you have just posted.
Why not speak to LEASE, which is a govt-funded advice service?0
