Buying my council house

Im buying my council house and using Santander for mortgage. Santander sent someone around to value the house and he valued it £10k/£15 less than the asking price. Now sure what to do now, is there any way of appealing to council etc.

In a non-council-house purchase, you either need the seller to drop the price to reflect the valuation, or you need to find extra cash to top up the deposit to the purchase price because the lender won't lend you as much (i.e. they will only lend the agreed % of the lower valuation).
I don't know if it's much different in a RTB situation.

You can ask for another valuation to be carried out by the District Valuer. However, this is binding and if this is more you cannot go back to the orignal valaution.0
