To totally omit the insulation if required would need more than a bad day on behalf of a builder. the Rockwool is installed using bats of the material which is built into the wall as construction progresses , the builder would have had to have had a bad 5 weeks.

I may have misunderstood OP, but the fact that there is an installation guarantee implies the walls were drilled and pumped after the house was built.
This procedure was used by TayWood, the predesessors of Taylor Wimpey, at least 15 years ago. It is also a procedure used by some developers today.
Whether it should be used is a separate issue. In an ideal world, from a consumer perspective, the answer is no.0 -
The installation certificate was filled out by 'Miller Pattison' on behalf of Taylor Wimpey, so the insulation was meant to go in with the house being built - it wasn't an afterthought. I have contacted Miller Pattison on suggestion from Rockwool and they are sending a guy out to look mid August.
What confuses things further, is checking the wall in the loft - directly above the lounge with missing Rockwool I found that it has Kingspan insulation - as in the big boards.
So I have a mixture of insulation, with a healthy mixture of shoddy insulation! In what situation would Kingspan board be used at the top of a wall and Rockwool at the bottom!?0 -
different products can be used on different bits of the building depending on the required insulation values (and with volume house builders - whatever is cheapest)

Yep, rest assured I'll post back. Sadly I imagine this is fairly common problem so other new owners of new builds may be prudent to drill a few holes to check themselves. A £30 usb boroscope from eBay and a 12mm long drill bit is all it takes to have a quick check inside the walls at a few locations!
During my research into routing these cables I posted on various forums and a common response was that insulation and debris in cavity was a suspect area. Several people had tried and found debris filled cavities and little/no insulation there. The common theme was to just shrug it off and try another way.
Unfortunately , I am an engineer by trade and have a real issue with walking away from problems leaving them unsolved/Un accounted for. I'm not very good with giving up without a fight!

i have a customer who has an 8 yr old house , all the paint on the exterior is falling off due to the rendered walls not being sealed before painting , as it's a huge 5 bed house all the paint needs to be stripped off, including stripping it's going to cost around £10k to put right , they contacted nhbc to claim on the 10 yr insurance , they have just fobbed them off , the problem is clearly down to poor workmanship , ,what is the point of having a schme such as this if all they do is shirk theri responsibilities0

Following a house fire my sister found no insulation in her new build property which was about 8 years old at the time. Formal complaint to NHBC, developer and building control and she had CWI installed FOC.
She also told neighbours and about a third also had no insulation installed.0 -
as usual this thread is adding more and more evidence for my long held conviction NEVER to buy a new-build property.
