Legal rights concerning non-delivery by Royal Mail

I hope this is the right section for my query.
I bought a board game from eBay about 2 weeks ago and never received it. As it was a tracked and signed for package, I checked on the Royal Mail website which said it was delivered and signed for. However, I was home all day on the delivery date and the signature shown on the website wasn't mine. I called Royal Mail about it and they started an investigation, after contacting them a few days later they told me it was the regular postie and he couldn't remember delivering it and to contact the eBay seller.
The eBay seller is adamant they don't have to contact Royal Mail as the package was delivered and signed for.
After several messages to the seller and numerous calls to Royal Mail with each of them saying I have to contact the other.
I had a similar problem a couple of months ago with the same results except eBay customer services ended up giving me a "one-time only refund".
I'm at a loss as to what I can do now and would really appreciate some help in this matter.

Difficult one. As the seller is responsible for getting it to you...however according to Royal Mail they have delivered, with signature.
Yes not to you, as you say. However that is extremely unfortunate for it to have happened twice.
I doubt ebay will side with you tbh, as they will suspect foul play. Two signed and delivered parcels, not to you?
I think you need to query this further with RM as obviously something is going very wrong.0
