Gas meter - may have been ok at the time

The gas meter to my elderly mothers house is currently supported by its own lead pipes 1.5 metres up on an external wall that's covered by a rapidly deteriorating lean-to that leaks like a sieve.
In the mid 90s it was replaced by BG/Transco/National Grid or whoever was claiming responsibility for such things then when they replaced the main to all the properties in her block and sited it back in the same precarious position that it was put in the 40s. The spark who is currently doing the rewire got to the bonding metres bit realised that there wasn't a whole lot he could do with it, that and a recent gas explosion down the street has got me thinking.
So who would be responsible for shifting this H&S nightmare 2m to the left and down in a nice modern metre box?
I know these things have been covered before in other threads but they seem to be due to owners wanting to move it for renovation reasons whereas this is more of a safety one IMHO, any gas fitters know the answer?

The gas meter is the responsibility of your mums transporter (the co she pays her gas bill to), it must be fixed to the wall with the use of a bracket & not just supported by the pipework, ring them & tell them the situation & they will send someone to fix it properly, they may or may not put it in a box depending if they think it is in an exposed postion.I'm only here while I wait for Corrie to start.

Interestingly looking at First Utilities website they dont have the facility to move meters but will offer to give other solutions???0
