Could you not write to them at your address enclosing a phone number, then it should get redirected to them and hopefully they will call you0

I had a word with the postmaster today, and he said it's most unfortunate, and rather a rare occurrence, for someone to have the same surname as the old tenant, and almost the same first initials. He said however that there isn't a massive lot that they can do. It's just unfortunate that we have almost identical names, and if the old tenants have got a re-direction to their new home from their old home (our new one,), then it is likely that some of our mail will get redirected to their new home.
I'm amazed at that attitude. Have you checked with the Royal Mail directly ? (rather than the local postmaster).
Their priority is to make sure that mail that is addressed to you at your house gets to you. Anything (anyone) else ought to be secondary. If that means they can't fulfill the previous tenants' redirection then so be it!
A quick look at the Redirection website seems to suggest that in the case of similar names, a correct name & address will not be redirected....
