Underlying CA

My father is on high rate AA my mothers has a state pension so cant be paid CA. Even with the premium for CA they are not entitled to Pension Credit. My questions is is their any point claiming underlying CA if you are not entitled to pension credit. Thanks

'Underlying entitlement' (Carer's Premium) is added to any means tested benefits so if your parents are not claiming any means tested benefits then there is no claim.

Thanks someone said she should still apply but cound not find any info which said it would benefit them0
