HA Very angry!!! No repair!

I have a HA maisonette, from day one I've had repairs needed doing, I logged them after getting moved in etc.
The guttering on the top floor where our bedrooms and bathroom is, has been a continuing issue! The pigeons crap up there, swan around, the balcony was like a stable left uncleaned for several years, took me ages to even shift bits of it! The guttering is messed up, water has nowhere to go so has just made the balcony into a pool, rotting roof, and that balcony door attaches right onto my son's room!!
The door itself is not right, the frame is 2 inch too short for frame, so bugs, poo, crap, all sorts gets in, on my carpet I paid hundreds to have fitted, out of savings I barely had. NOW, with these storms, I discovered it IS NOT juice by the door its actually WATER seeping in, ruining carpet, toys, furniture! There's pools of it there!!
Straight away, I called HA, office closed, so went to their repair line. They said they've logged t but cos it needs scaffolding (4th story on 4-level block), it'll wait til they can get materials etc- no emergency call-out, nothing! Just said block it up- I said, ok, you're paying for the damage, right?!
God, don't know what to do, my son isn't sleeping there now til its done, not safe or clean, he's 2 years old, I'm a single mum and have a good mind to tell them I'm not paying any rent until its fixed, whats the point living there if I only have access to certain rooms!!
Any help??

Not surprised at your vent. You just have to make lots of noise and a nuisance of yourself. Write an official complaint to the Head Honcho and send it by signed4 mail. Bypass the drones at the lower level - don't forget they are operating under guidelines from above so its not necessarily their fault. Email and telephone calls are useless.
Your letter should stick to facts and not be emotional or accusatory- difficult though that may be.

Use the housing associations complaints procedure. Witholding rent can get you evicted and is unlikely to make a differance.0
