Booking appointment at Register Office

I am so confused !!
We have booked a provisional date for marriage in another county so I am trying to make an appointment in my local office.
What could be simple is impossible , been ringing the number for a fortnight in the opening hours to just have a message and the line goes dead without the chance to speak !!
So today I trotted along (in spite of heat ) to be told at the reception desk that it is appointment only
The receptionist rang through but just got the same message and cut off.
The comment by the receptionist made me laugh , the heat is causing them to be busy so many older people passing away !!
and as I am no spring chicken I may be fast behind them lol.
So now what ?

Find an email address for the council and send them an email complaining that you have not been able to get through on the phone to make an appointment despite several attempts - include your contact details and ask for a call back.Common sense?...There's nothing common about sense!0

Our local office has a facility to book an appointment online, just a thought in case you did not check but does your local office have the same facility?0

I e mailed my complaint and was told we are very busy at the moment please send your contact number and we will get back to you.
So done that and waiting since yesterday .
There is no on line booking in our area all areas are different it seems, the registry where we are to marry has an office that you can just walk in and state your business but that is another county 4 miles from where we live.
Thank you for your suggestionsLight travels faster than sound.
