URGENT - Renting: Agent won't refund "Holding Fee"

So the agent has told you the LL has granted permission and you've been told by the apartment management informally that permission will be granted if the fee is paid by the LL but instead of moving in you are staying at a luxurious hotel costing silly money.

Just get the keys, have it painted yourself and have them reimburse you!
