Bank of scotland PPI advice

Hi I was looking for some help ,
My parents had a claim for ppi rejected by bank of Scotland earlier in the year and to there shock they have had an offer through for 10k and an apology .
My question is they have made this offer but asked them to fill in a load of information which I don't really understand surely if they are able to make this offer they have this info already ?
Why would they not just be sent the cheque as per others I've heard about ?
Are the bank trying to be fly here or is this standard procedure ?
I have still to see this letter but basically they are going to clear her loan and then she will get the remaining 9k.
I'm just wandering if this is standard practice or not ?
this money will come in very handy for them at the moment and I don't want them jumping in and ending up with nothing .

It's all very out of the blue , I really need to get a hold of the letter because they aren't the most thorough of people with this sort of thing .0 -
They wouldn't have made an offer and asked for a load more information, unless it's pertinent, like proof of change of address or something similar.

Bank of Scotland rejected my claim after asking me all sort of questions back in 1998 one letter saying that i that time i was eligible when i said clearly i was fully employed, pension scheme with the company i was work for etc ( i did say to them why you are asking me these questions now instead when i took the card 1998? Silence ....)
They reply saying that they were clear about the info and they sent leaflets etc when i do remember well never received info about PPI and i was at that time foreign national and been in the country only 2 years and i trusted them.
I phoned them saying that i did not accept their decision and they reply to me after a week saying that i lost the right to go to the Financial Ombudsman Service so the case is closed.
So i phone the FOS and they took on board my claim so will wait and see.
Give the impression that they did not do enough search and the letters were written by two different people which i presume were not working there in 1998.
This was my first card 1998-2003 with a credit limit about 15k and i think maybe that is the reason why they refused my claim:-)
Have i done the right thing to contact the Financial Ombudsman Service?

You haven't lost the right to go tot he ombudsman unless more than 6 months have passed since their full and final rejection.

Doesnt entitle you to anything. I remember seeing an FOS publication that just because a company didnt ask something does not mean a complaint is upheld. You would need to have an issue just the same.Have i done the right thing to contact the Financial Ombudsman Service?

So why i should be entitle to have a PPI if i am already covered when PPI is a Payment Protection Insurance without even asked me all the questions they have been asking me now instead in 1998.
One of the faults with some sales of PPI is that they didnt ask questions. However, not asking questions does not give you an automatic right to redress. There has to be a failure identified to go with it. You cannot use the "did not ask" as a reason for complaint unless there is something that they did not ask that makes yo ineligible or unsuitable to have PPI.
Being employed makes you eligible to have PPI. Pension scheme is irrelevant as it does not overlap with PPI.
There may be other issues you havent mentioned or identified in the paperwork but I am only responding on the points you have mentioned. Nothing else.I am an Independent Financial Adviser (IFA). I have appreciated your notes but if you have already an insurance which will cover you for sickness and loss of a job why do you need a PPI. Sorry but sounds to me that who cannot have savings or other insurances should take the PPI instead of someone that has it isn't it call Payment Protection means that in case i am redundant or else i would be cover what about when they ask if you fully cover in case of sickness or redundancy what the employer pays you and i was fully covered .... Base on these principles i had 3 successful PPI refunds total 4869 so far
