Basically if you need a full (valid) British passport and you have no criminal convictions other than minor traffic offences then you will be able to use the visa waiver programme. As far as I'm aware all British passports have been machine readable for more than 10 years.
The biometric chip requirement is only applicable for passports issued on or after October 26 2006 (all UK passports issued after this date will have a n chip). If your passport was issued on 25 October 2006 or before then you do not need a chip.
