Yes He needs a waste Carriers License.
They also need to issue you with a transfer note/Duty of care
Basically it a receipt with their details on, name. WCL license number etc, and a description of the waste they are taking from you. Basically it is saying they are now responsible for that waste.
Which is EXTREMELY important you have this receipt/transfer Note. Because if your goods have been dumped and is traced back to you, you have proof that the goods were no longer your responsibility.Work to live= not live to work0 -

As for carrying bits of wood and the need for a waste licence...in the unlikely event you are stopped it would be an interesting discussion about what is materials or fire wood (which don't need a licence) and what is waste (which does)0 -

I have a part-time furniture design and manufacture business much of which is upcycled from bits of old wood sourced from various places. I’ve got numerous builder mates who give me a call when something interesting pops up on a job and I go and collect and remove it from their site/skip/wherever.
It might be their commercial waste but once it is in my possession it is now a material and as I don’t need a licence to carry materials I sure as hell won’t be getting one. I can easily prove I turn old materials into new designs so would not be at all worried about being stopped.
What is most annoying is having to register and have a voucher for disposing of my own personal waste at the dump just because I have a 6 seater kombi van that does not have windows in the very back of it.0 -

It is classed as waste until you start to process it.. so you should have a waste carriers license AND a duty of care/transfer slips.

To the vast majority of people including tradesmen and customers that I meet see the scheme is nothing more that a money making scheme.
If every single trader paid for the certificate do you honestly believe the amount of fly-tipping that goes on would reduce ?.This is the crux if its not being policed then its a sham.
The reason I ask is the scheme has been in force for years now and no one is actually out there checking tradesmen.
Everything seems to point to a revenue raising scheme and nothing more.
If I have a contract with a skip company to supply skips why shouldn't that be enough?. Why should I and many others pay when we already pay £thousands in business rates for which we get no services whatsoever.
When someone is caught fly-tipping bang them up in prison ( a proper prison) for 10 years with no time off for good behaviour...0 -

Define process it? The moment it is in my possession it is being processed as I am designing a piece to be made. I've not physicially done anything with it but then neither have I done anything with the wood from the wood merchants that I am carrying. If you argue that I've bought wood from merchants therefore its not waste then it's easy enough to handover a quid or something when I collect this kind if material.
I do get your point and would look forward to the interesting discussion that would ensue with whoever it is that might stop me.0 -
When you process waste, when you pick it up that is not processing it, it is carry it from point of pic up to a holding place, which depending on the type of waste, the environment Agency need to be notified of. as you will have to see if there is any site licenses or exemptions for for that type of waste and processWork to live= not live to work0

This is all good stuff to know for sure. I only use wood and Ill make sure i fettle my wood in the van before leaving (just in case).
In all seriousness i appreciate the inputs as with such knowledge it allows you to be informed and make appropriate decisions about your actions.0 -
I also own a business involved with wood. Im also at the end of my tether with all of the rules, regulations and stealth taxes. Operators license requirements for our vehicles, 6 week services despite only using them infrequently, fire regs, this course that course, vehicle tachos because I tow a trailer 5 or 6 times a year. I absolutely !!!!! myself about people getting injured as well. Had a guy fall off some steps last week. He was on the second rung so about 16" off the floor but he landed on them and bruised his ribs. Im awaiting investigation. It was his own fault as he hadnt stood them properly despite being told numerous times. Now these particular steps are home made from brazilian mahogany and about 15 years old. The rungs are mortice and tenonned and they are 10 times as strong as any of these ally ones and yet I can foresee the fact that they arent kitemarked so I will get done.
The wood waste thing is another killer. You try and take scrap wood to the local tip. For example I disposed of a friends garden shed because I have a large van and they wanted to charge me 75 quid, despite the fact it will go off and get recycled. This promotes fly tipping. My company produces about 2t a week of scrap wood, and I have someone who collects it in his trailer to use on his log burners. This is classed officially as burning trade waste for which I could receive a huge fine. I had a friend who was fined nearly 4k for burning old window frames in his yard.
The long and short is businesses are getting suffocated. When these small companies eventually say enough is enough and their owners either have heart attacks or are fortunate to retire and start growing veggies in their back gardens, who is going to pay the wages of all these councils and their workers on a mission. Believe me, the situation simply cannot carry on at these rates.0
