Make it easier and just open a SNAD dispute in Paypal.0

Her terms and conditions are nullified by consumer law and are infact totally irrelevant. You are entitled to a refund under the DSRs.
Also, Paypal makes it a little easier, just do as the above poster says and open a SNAD (significantly not as described) case.
It is quite common for people to order something online only to be met with a pale imitation when they receive it.
Only return when you are told to by Paypal, and ensure you send it back tracked so she cannot say it has not arrived.What is this life if, full of care, we have no time to stand and stare0 -
When I got to PayPal it asks for the transaction ID. I put it in then it says this:
Error Message
We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly.

It doesn't matter that you don't go through paypal (it just would have made it easier) you are still covered by the DSRs
Advise you are going to send the item back (make sure its recorded) and expect to receive a full refund (including postage paid for the item) under the DSRs. I would include a link to the DSRs just in case she is unaware of her obligations (as a business she should know this but I wouldn't be surprised if she didn't). If she continues to be funny with you tell her you will get trading standards involved.0 -
Yeah, don't worry about Paypal - you're protected by a far higher authority: the LAW. Just send the dress back and enclose a letter stating that unless you're refunded, in full, within 28 days, you will recover the money through the small claims court.

Being covered under DSR and getting the seller to agree are two totally different things, if the seller stubbornly says no then it depends on how hard you want to fight. In this case it make take a small claims court. No point in sending it back until it's resolved or you could just end up with nothing.0 -

I would bet the seller doesn't even know what the law says and that she has to offer a refund, one of the pitfalls off buying off facebook etc. People just think they can set up a "business" and make the rules up as they go along. They have never heard of DSRs, the trading standards regulations or the fact they should be paying tax!0 -
She obviously put the wrong thing into Paypal intentionally. If you are still getting nowhere with her I would contact Paypal and tell them it was for the purchase of a dress.
What does it say under the transaction number on your account?
I suspect Paypal won't be too happy with her if she is putting the wrong info in, though they are a law unto themselves.
I would not return it until you have a guarantee, on paper or through Paypal, of getting your money back.What is this life if, full of care, we have no time to stand and stare0 -
