Civil Parking Charge Notice from Lidl

Hello all,

Just looking for your expert advice here. I parked my car at the Lidl's Car Park in Dundee last week and I have now received a charge of £90 reduced to £45 if paid in full within 14 days. I was not actually shopping at Lidl. This is the first time it happend to me as I have parked my car there in the past as well thinking its free for an hour and nothing happend. I now realise that its only free for 10 minutes when you are not shopping at Lidl.

Could some one please tell me what should I do with this? The company I have received the letter from is called Athena ANPR Ltd. and their head office is in Harrow HA1 3AW.

Is it enforcable in Scotland? Can they really send debt collecters or take me to court? Please give some advice.

  • Scotland = Ignore all the way.

    Debt collectors are toothless nobodies who can only write letters. They can only take the driver to court, and they don't know who that is (because you're not going to tell them). There is no appeals process worthy of its name in Scotland.

    No case has ever come to light here of an actual court case in Scotland for recovery of Parking Charges. Hence the advice to ignore.

    Can you contact your local council planning office and ask them the planning consent for the car park and inform them they are charging people to park.
    Also contact the council business rates team and open a complaint suspecting them of business rates avoidance claiming exemption for a free car park, yet charging people to park.
    If everyone does this with all local car parks, you will see these parasites vanish quick sharp down the smelly holes they crawled out from.
