Changing our access on our deeds

Hi Folks,
Ok ok, this is my first post on the forum, but I regularly use this website as a great resource for knowledge on money and other matters. I have a question on the process of getting my deeds changed, if they can be, without the patter from the solicitors or the owners of the other properties around. Anyway, this is in regards to access to a communal stairwell and the costly (literal) process we have to go to in order to get things changed. I have had enough, frankly and I think this website forum and the helpful members are the best place to start. Here Goes!
I am currently in a 2 up 2 down configuration of a tenement block. The two upstairs flats have a central communal door access and stairwell with the two downstairs flats having their own front and back door access; I currently reside in a downstairs flat and I own the mortgage, which means I do not need access to the central communal access and stairwell.
The problem I have is that there is an executor that constantly charges for upkeep and maintenance of the block of 4, but more importantly I have to pay for any maintenance of the communal access stair and lighting. The most recent one has returned as a large expense to us when we do not have or need access to the stairwell (We do not own a key or do we have use or need for the access - we have our own front door and back door).
It has said in our deeds that when the mortgage was signed, that we have a right to access the stairwell and we should have a key. My question is this:
Is there any way that we can get our deeds changed so that we do not have access to the stairwell, thus negating our need to pay countless charges from the building executor?
We have been charged again and again at top dollar for lightbulbs, broken windows and now a ludicrous re-wiring of the entire stairwell, which is now entering a four figure sum.
We are based in Scotland, so how would I go about getting our deeds changed so that we do not have to be responsible for access and upkeep for other residents.
