Canada square SAR help!

Hi, I sent canada square a SAR and thet have written back saying they are unable to process my request as the name and address i provided didn't match the details they have stored on their system.
They want evidence of my change of name and address, I can sent a utility bill for the address and a copy of my marriage certificate for my name but who needs to certify it?
I had to send a certified copy of my marriage certificate to someone else a few weeks ago and my neighbour done it, would that be okay?
