It would certainly seem reasonable that if a city could no longer provide jobs for it's citizens than they would have the sense to move elsewhere.
Sadly in the UK this wouldn't happen:
they would all expect income and housing to be provided for nothing and to spend their time on petty crime and doing drugs and other unpleasant things.

It would certainly seem reasonable that if a city could no longer provide jobs for it's citizens than they would have the sense to move elsewhere.

I think you are slightly behind the times - the new benefit cap, and the recent bedroom subsidy, are both specifically intended to force people to move home.

The benefits cap has nothing to do with living in a failing city.

The idea that whole populations should be expected to up-sticks and move to another American state was definitely part of the 1930s experience.

People started moving out of Africa about 60,000 years ago to seek a better live.
They have moved ever since.
Maybe reflect on how USA was populated: or the Welsh valleys or Manchester or indeed any area of the world.0
