    So...A tenant can post a letter anytime they feel like, and it's valid.
    An interesting concept.

    Cos I'm not talking about posting a letter. I'm talking about putting it in the hand of the LL's representative during their office opening hours.

    And I fail to see why, a letter give to them at 4:31 should be less valid than one given at 4:29.

    And if that really is the case I don't think that's it's unreasonable to ask for the law that says so.

    No I wasn't.
    Hand delivered, e-mailed or posted etc. There seems to be no rules that a tenant has to follow for serving of notices.

    A tenant could hand deliver a notice at 23.59hrs on a friday night(the last day of a tenancy period) to an office that the landlord put as an address for serving of notices, and a court would deem it served that day, and not the following Monday.
