If you already have the P45 there is absolutely no need for either a P46 or the Starter Checklist to be completed. You need to physically give the relevant parts of the P45 to the agency, I doubt whether scans will be accepted as there is no proof that they haven't been doctored.0

I was thinking that they may not accept the scans myself. I will just send them over and see what happens, worse case scenario I will have to print out, fill in and scan in a P46.

In which case they will give you a new P45.
Your old P45 ceases to have any use or validity once you start a new job.
