Double direct debit payments and overdraft

Been a while since I've been on here so I hope I'm in the right place!

My girlfriend has been charged two direct debits from o2, unfortunately this pushes her account balance and NatWest charger her fees.They barely stick to refunding in 3-5 days, generally requiring a second phone call to prompt the refund, but they do nonetheless refund.

However o2 have given excuses as to why the overpayment is happening, such as her contract is due to expire (due to expire in 8 months). Is there a possibility of reclaiming the bank charges from o2? She's incurred bank charges twice now.
