Parking Charge Notices - silly questions thread....

Apologies in advance, I am sure this would be a silly question, if I knew the answer....
But can someone clear up a point of confusion for me please?
If it is an ANPR situation, so the first contact is by PCN through the post to the RK:
1 Is the Parking Charge Notice also the Notice to Keeper?
2 Is it the Charge Notice that should identify the creditor (or is that a later document?)
Just that I have a APRN charge notice here issued this month which doesn't mention the creditor anywhere... ?

1. Yes, in an ANPR situation where the first info is by post.
2. The NTK (and NTD if there is one) have to identify the creditor.

Thanks CM - no it is a PE ticket. Actually I have found it now.
I was looking for something clear like 'The identity of the creditor is [name]' (I know, silly me).
Instead it is in a block of text and says 'the parking charge is now payable to PE ltd (as the creditor)'
I'm assuming that's legit? However that in itself is useful as I also have an LBC on an old one, and now I know exactly what I am looking for... it's definitely not there :jI'm a retired employment solicitor. You are right, they are known to have added the word sometime in May, once they'd seen and clearly didn't like Broadsword's challenge template from pepipoo (as in post #8 here albeit this isn't a PE thread):
