penalty charge notice by private company

I know the answer to this has probably been covered, but I have searched and searched and can't find it.

My local Morrisons has a car park owned by the LA and is pay and display.

I recieved a penalty charge notice for not paying and displaying (I didn't buy a ticket).

The ticket however is not issued by the LA, but by a private company on their behalf (NCL).

I am sure I have read somewhere that for the ticket to be valid, it has to be issued by an employee of the council, not as in this case, a contracted out private company, am I right?

    NCL issue Penalty Charge Notices for Councils.

    NCP issue fake PCCNs for themselves.

    Which is it? If it has the word Penalty on the top and 'Traffic Management Act 2004' then the Council will be in the small print on the back.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
