Item not as described, how much refund do I get?

Basically if I buy an item and it doesn't work, how much refund do I get when I send it back. Does paypal refund 100% or do I get a refund minus p&p?

p.s. any scams I don't know about where they have extra high postage costs? I know people do it to avoid fees but I've got a feeling that if I have to send it back as it doesn't work then they keep their over inflated p&p therefore making a profit. And they get the product back so they can do it to someone else!

Assuming you win a paypal claim, and paypal don't necessarily find in favour of the buyer in all not as described cases, then paypal refund the full amount including post and packing.

thats what most sellers will try to do, and they'll get away with it if you agree to them refunding you without opening a paypal dispute.
however, if you open a dispute, the seller will have 2 options only:
1) escalate claim and let paypal decide the outcome (either full or NO refund)
2) issue full refund0 -
