I do not understand these bits:

And I don't see anything about the fact that Airport Land is specifically excluded from 'registered keeper liability' because it's likely to be covered by bylaws and is not 'relevant land' under POFA. As explained in this letter I wrote a while back re an Airport:

We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
