Having so much trouble with a website. Urgent help needed please

I brought something from a company online about a year ago and everything went smoothly so I brought from them again last month, not realising when the trouble started, there were very bad reviews online of this company in recent weeks. But I hadn't needed to look for reviews when I brought this 2nd time from them due to the good service I received the 1st time.
Please if anyone could read my problem and advise me on what to do to get my money back they owe me, I would really really appreciate it because at present it is putting me off buying online again.
Here is my story:
I ordered quite a few items from this company last month. I spent £61 with them. It said on the website if you didn't pay for fast delivery (24hr) then it would be dispatched the next working day and would take 2-4 days to arrive (via 48hr). I paid for this 48hr delivery which should have been dispatched the next day. Well anyway it wasn't until about 3 days later when I got the email telling me my order had been dispatched. Ok, a bit slow, but no worries. Well I waited a whole week for my parcel but it never turned up so I thought it would soon turn up. 2 weeks later and still no sign of it and the company didn't reply to my email.
At this point I looked online and saw all the recent reviews of this company were very bad. Things like the website weren't sending out orders or weren't replying to emails or the customer service was very unhelpful on the phone or the wrong items were delivered etc so I thought the company had gone downhill and as I had paid via paypal, thought I would be covered with paypal and opened up a dispute hoping this would get the company to reply to my email.
They never did and although I opened up the dispute a few weeks ago, the company has never once replied to the dispute. I have put in my side of the story and finally escalated the dispute when I was able to but still no word from the company. It was only when I escalated the dispute that the company finally sent my parcel out. On a 24hr service. Which considering I paid for 48hr, it seems odd they would send by 24hr service. But they must have only sent it out the day I escalated the claim.
But that's not all! Only half of the items I ordered were in the parcel and the invoice that came with them only stated half of the items which was half of the cost that I originally paid them. The invoice was for £30. So the company owes me £30.
I changed my dispute to item not as described and chose that the company had not sent everything I had ordered and for about the last week, it has sat at 'waiting for the other party (or similar wording) to respond. So yet again they are still not replying (they have not replied once) and I am worried I am going to lose my £30 as paypal don't seem to want to help me, they keep dragging it out and I worry they will find in favour of the company (because they bring in to paypal, money).
Is it possible for me to get my £30 back or have I lost it? How many days til paypal close the dispute (hopefully in my favour? as they haven't got any of that information on the dispute). All I want is my money back that the company owe me. I have tried telephoning the company but it just rings and rings. I am worried they have walked off with my money and I will never see it again! Please help

Are they based in the UK?

Thanks for the links. I had checked them out. It seems my only course of action as the company are very unhelpful is the ombudsman or court and I can't handle all this extra stress for the sake of £30. I am just going to have to write it off and leave the company a bad review0
