help, hardship payment letter too confusing

I recently had a few sanction placed upon me whilst claiming JSA (I still believe non of them were my fault) so I went onto ESA as my it made my depression almost unbearable. The letter to apply got lost in the post and I had to make a retrospective claim after I went back onto JSA (after advice from the Jobcentre staff) as it would have taken to long to sort out and thought I would have been better off in the short term claiming Hardship. I was given £225 from the retrospective claim a few weeks back I then made a claim for hardship payments.

Last Thursday I was told on the phone I could receive it and yesterday I found £6 in my bank.

Today I received a letter from them stating
We cannot pay you because you have not paid, or been credited with, enough class 1 National Insurance Contributions.
I am sorry to tell you that you can no longer get Jobseeker's Allowance under the hardship provision. This is because you do not satisfy the conditions for consideration of a payment under the hardship provision."
It then goes on under a new heading:
JOBSEEKER'S ALLOWANCE UNDER THE HARDSHIP PROVISION

We have looked at your application to renew your Jobseeker's Allowance under the hardship provision and we can go on paying you until 9 August 2013. you will get £43.00 a week under the hardship provision.

I am sorry to tell you that you can no longer get Jobseeker's Allowance under the hardship provision. This is because:
You do not satisfy the conditions for consideration of a payment under the hardship provision.
Then it goes on...
HOW YOU WILL GET YOU MONEY

We will pay your Jobseeker's Allowance in the above account. The first payment includes arrears of £6.15 that are due from 5 July 2013 to 5 July 2013
Then on the final page it says
This payment of Jobseeker's Allowance is based on the amount the law says you need to live on.

The amounts on this page apply from 6 July 2013 to 9 August 2013

How much the law says you need to live on each week .. £43.00

your living expenses... £43.00

This is also the amount of Jobseeker's Allowance that you will get because you do not have any money coming in.
Is there anyone out there with a Stephen Hawking level IQ that can make any sense of this for me please?

As it goes back and forth from saying I can get it and I cannot get it I am confused, am I or arn't I? :question::question::question:
