WTC calc for 65yo query

Hello all

I was wondering if you could help me help a friend.

She claimed WTC for 12/13 and was awarded some £1700 for the year based on 11/12 earnings:

State pension: £6089
PAYE: £6855
Private pension: £470

Come renewal time when figures used were from 12/13

State pension: £6246
PAYE: £5001
Private pension: £495

All figures gross.

She was told to repay £519 and awarded nothing for this new year. Despite a lower income.

She's working for the same employer throughout, in the 16-29 hours category each week, single, no dependants, home owner, not disabled/ carer or in hospital.

entitled to website shows an entitlement to £36.89...

Am I missing something..?

    For a start, with a PAYE inc of £5001, she hasn't been paid for a min 16hpw......

    She needs to have been working for a minimum of 30 hours a week to claim WRC.

    16 hours a week at national minimum wage is £5150.08 so something is wrong somewhere. Based on total earnings of £5001 and the minimum wage she has only averaged about 15.5 hours per week.
    It's someone else's fault.

    Some (small) pension payments are made, hence it looks like below min wage, when it is not. Pay is not much above NMW though.

    No wonder compliance keep getting cases wrong, they use the same theory. There are whole list of legitimate reasons why someone would be under the NMW x 16 (or 30).

    The fall in income will be ignored for finalising 12/13 because of a disregard for falls in income of 2,500.

    That means there must be something else wrong with the 12/13 claim as it should still be based on 11/12 income.

    I would suggest she take her paperwork along to CAB or similar.
