Hi all,
i went out for a meal this evening with my partner. My partner is not registered disabled but has a number of bulged discs, due to her not being registered disabled i dont park in disabled bays but on times park over two bays if she is having difficulty getting in and out of tight spaces. today happened to be one of those days.
We parked over two bays went for a meal and on return i had been issued a "parking charge notice" for parking over two bays. I do understand that i was in breach of the car park rules but when there is no attendant around to explain your situation before leaving the car it a little frustrating.
After reading quite alot of the other threads on here for pcn' issued from the same company, i presume i should ignore this? or would it be worth an appeal?
Thanks in advance.

You don't ignore the whole thing nowadays - that's old advice.
But you do ignore this particular first piece of paper, just keep it. Wait for them to get the registered keeper's data from the DVLA next month and they will then send the keeper a letter. That's the one to challenge for lots of good reasons, not least because that letter will be non-compliant and makes your later appeal to POPLA easier.
So whilst you are waiting, two things to do:
1. Read up on any other current threads (not old cases saying to ignore!) about how to challenge & then POPLA appeals, ready for when you get the Notice to Keeper in the post in a few weeks' time. As long as this isn't a company or hire/lease car.
2. Immediately complain to the car park owner/Managing Agent (easy to find them by Googling the name of the retail/car park, and looking for any results like press releases, leaflets, retail adverts for units on site). Get on the phone or email/post a complaint. Explain your partner's needs and that she is covered by the Equality Act 2010 (and in fact because of the Act, you could LEGALLY have parked in disabled bay but UKCPS would still have given you a ticket). So tell the Agent that you were stuck between a rock and a hard place and need the fake PCN cancelled so can they do so direct to save you hassle with UKCPS who are notorious for picking on people with protected medical conditions, if they just look online they will learn a lot about this 'agent'. Also ask the Agent if your car reg can be added to a white (exempt) list in future so that when you visit with your partner you can use a disabled bay unharassed, as is your right under the Act (no Blue Badge needed at all in law).
P.S. By the way there is no such thing as registered disabled, there's no 'register' and hasn't been for decades. But a person with a chronic and debilitating longterm back condition such as you describe is covered by the Equality Act 2010 and can use private disabled bays - but will get fake PCNs.
P.P.S. UKCPS are not a nice company IMHO and do take protected disabled people like you/your partner to Court on occasion (but can't if you get it cancelled on appeal or by the Managing Agent!). So make sure you come back here if the Agent will not step in and cancel the fake PCN when you complain (do not appeal, the appeal is for when you get the Notice in the post). Hope the Agent is Savills, they usually stamp on this sort of harassment and tell UKCPS to cancel!
P.P.P.S! UKCPS watch this forum as they don't like 'Parking Guru's' {their apostrophe not mine!} so DO NOT reply to any pm about this matter from anyone who doesn't have over a thousand posts. If you do get a pm from such a twerp ask them if they wear spectacles or have a broken toenail...!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You will find help on here and with it, you can beat the PPC charges.
However, it seems to me that you can let your mobility challenged companions out before driving into the parking space and avoid future runins with the PPCs. (Speaking from personal experience). Obvious and a good reason not to include this as any mitigation to the PPC or POPLA.0 -
Well i have messaged the centre management through their website facility where it states they will respond within two working days, but still have not had a response.0

So follow it up by post as well.
And in any case you haven't got the Notice to Keeper from the PPC yet in the post so it's not time to appeal it as the keeper yet, you've not lost any ground. Keep on at the Centre Management.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
