PCN Appeal Advice

I was wondering if I could get some advice on a recent PCN I received for parking with an out of date temporary permit.
I recently bought a new a car and as I live in a city centre I applied for a city centre parking permit. I did this on the 22nd of June at 16:00. As the permits are renewed in July I had to pay £10 for a months coverage and renew the permit in July for a full year at £75.
On the 22nd I was issued a temporary parking permit for 7 days. Come the next Saturday, the 29th, I still hadn't received my residents permit and planned to head back to the council centre and renew the temporary pass - however at 9:09 on the 29th I got a PCN.
I was a bit annoyed as the council centre does not open till 10:00am on Saturdays and having already paid for a residents permit, it added to my annoyance. I had in my head thought that as I got a the temporary pass I at 16:00 I would have had till 16:00 on the 22nd as the definition of a day is 24 hours, something which I didn't think the temporary permit made clear.
So I challenged the PCN and it got rejected, however some of the points raised in the rejection letter have made me question whether I should take this further. The reasons being that the arbitrator makes a big point that I only paid £10 for my permit, while it should be £75 and that it was not valid on the 29th. I don't understand why how much I paid for a residents permit would have any bearing on my challenge. Also the fact that my residents permit was not active seems odd as I had being charged on the 22nd for a residents permit, I fail to see how because the council can't process applications within the time they issue temporary permits, it should negatively effect my challenge to the PCN.

So I am now conflicted as to whether to take the easy option and pay £25 or take it further and potentially have to pay £50. Do I have a point that I had paid for a residents permit, the temporary permit isn't clear when it comes to timing of the expiration and the centre to renew the temporary permit was not open at the time of ticket issue and the arbitrator has used information not relevant to my challenge in their rejection.
I haven't attached the letters as I am a new user, if there is a way around this I will try and post them.
Any advice on this would great :)

    Is this a real PCN from a Council? They always turn down first challenges so it's par for the course and doesn't mean you haven't got a case that would win the appeal in the end.

    I can't say for sure about your chances of winning but most people do win in the end on pepipoo. Something like 90% or more in fact.
