Claiming VAT Back

I am currently buying a brand new property which has already been built. I will be having a conservatory built onto the property (not by the developer) as soon as we exchange contracts.
I was speaking to a friend in Scotland who said he did exactly the same thing, and was able to claim the VAT back on the conservatory as long as it was built within 2 week of exchanging contracts.
Does anybody know if this is possible in England?

Try calling the HMRC VAT National Advice line 0845 010 9000.
Its really meant for businesses but they may give you the info you require.0
