    Companies usually will keep card details for reasons of processing refunds if necessary. Although the Information Commissioner might take issue with companies keeping card information without permission in terms of using it to make further charges.

    The company is almost certainly able to process without the CSV number, they usually just have no protection though if the buyer contests the charge as a cardholder not present transaction.

    In terms of punishment as you mentioned, probably none. The worst they'd likely be told to do is to ensure they keep their records more carefully. Since you haven't been charged as your bank didn't process the payment, I'd just ask for confirmation that the company won't try this again. Just IMO.

    Storing card details is quite normal. But MUST be done in a secure way.

    A retailer DOES NOT need the CVV to process a cardholder not present transaction.

    Clearly this company needs to be avoided at all costs.

    I would also contact Visa about them as they are in clear breech of Visa & Mastercard regulations.

    Similar thing happened to me a few years ago. I have a user account on John Lewis online and pay for my orders by credit card. My credit card details are stored on my user account.

    About 5 years ago I noticed a John Lewis charge on my credit card statement although I had not bought anything from them months. When I phoned John Lewis customer services I was told that they had been going through their accounts and thought I owed them some money. I challenged them to quote the order number and when they couldn't find it, they refunded the charge.
