The problem arises, he would need to enter a plea before he can demand the disclosure pack from the prosecution.
This is a copy of all evidence the police are to use.
If he is in doubt that he was not insured at the exact time he was PNC checked he may be better biting the bullet.
That will be the crux, the time of the PNC request.
The officer will have made his decision based upon that information relayed to him.
If they were wrong and he was insured, even by a few minutes he is technically not guilty.
However, magistrates can decide to play silly bergers and ignore the law, so you have to appeal to a higher court where the law has to be technically applied or they can be as daft the other way in his favour.
They rely on PNC logs now, the days of notebooks are a thing of the past.
The officer will have request a PNC check before stopping the car or immediately after.
That creates a log that is timed and can not be altered, or kicked back a few minutes.
As he will be getting 6 points on the A601 he has nothing to lose but a hundred quid extra or so by remonstrating his innocence .

why was the vehicle uninsured before the purchase? did a policy lapse? was it declared SORN whilst uninsured?
just curious. doesn't make sense to try purchase insurance the last minute the night before and risk going out without insurance in the morning.
which insurance company did you obtain a quote from and why if you wanted to choose instalments were you not given the option to pay by card a deposit? did the card payment system fail? i'm not aware of a non deposit instalment payment option for insurance companies out there?0 -

All this doesn't really matter now, does it? The offense has occurred. Besides, I didn't say anything about not paying a deposit, just that it wouldn't allow us to do it online and we had to wait until morning to call the insurer & do it over the phone.0 -

In addition to the 6 points, having to resit test and a fine in the region of £200, expect future car insurance to be much more expensive.
Also, IF the policy was bought after being stopped by the police, then the current policy could be voided due to non-disclosure or increased in premium to cover the non-disclosure if the insurer was not told of the offence as part of the application process.I am an Independent Financial Adviser (IFA).
