UKCPS fine for parking in coach bay

Hi all,
Would really appreciate some help.
I received a fine for parking in a very poorly marked out coach bay. There were no coaches parked at the time, and the car park was half empty.
It is a free car park where u was parked.
Having read the advice I here, I ignored the fine, and have today received a notice to keeper.
Can I have some help on what to do next, and ideas of what I need to put in a letter to UKCPS

Did you receive the notice to keeper within 14 days ? Or was it placed on your car ? If so did you get the NtK within 56 days of parking ? Also was this in England or Wales ?
If the answer to all that is yes, send this to them to get a popla code to appeal independently, this is just a short and sweet letter to get that. Come back here for more help on an appeal, don't do it alone.

Dear UKCPS,
In reference to the speculative invoice xxxxxx dated xxxxxx, the keeper denies all liability to your company as it is an unlawful punitive charge, thus a penalty! If you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 3 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any generic correspondence from your company unless it contains the popla code, furthermore the keeper is fully aware that you must pay £27+Vat for this, so don't forget!
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the time-frame stipulated above.
