Please help with popla appeal

Hi all,
I had a charge notice from Euro Car Parks at the beginning of May and after reading the forum I chose to try not to pay it.
I challenged ECP with a simple email, to which I had this following rejection letter :
It says that " I can confirm ECP are not treating this as an appeal, as you have not provided a valid reason for an appeal [...] Although your correspondence has not been treated as an appeal please find the below details including your POPLA verification code. Please be advised that if you choose to appeal to the independant appeals service you will forfeit the right to pay the discounted amount of 40£. Amount due for 14 days."

My situation is that I just didn't notice that I hd to pay to park, but there were signs on the parking (which I did not see but ECP sent me a photograph of signs in my letter).
I have read posts of the forum and BPA code of practise but as I am not from UK I don't have the vocabulary to write such a formal letter.

Would you be able to give me advice on examples of letters, how to put into words, and finding kind of "excuses-circumstances"...?

    Yep there are loads of strong POPLA appeal examples on here but your case reminds me of the Fistral Beach one:

    See the OP's POPLA appeal there at the end and my suggested additions (posts #58 and #59). You could probably almost copy it as the lack of compliant and prominent signage must have been the reason for you not being aware it was a P&D car park.

    The only difference with you is that you've presumably already admitted you were driving. So you can write it as 'the driver' without having to hide that fact.

    And in addition you need to check the ECP Notice(s) against this checklist:

    so that you can add even more to your appeal wording. Anything missing, say so! Late with sending the letter? say so!

    I have just received a bill from a credit center saying I owe 115 pounds now !!!
    Please help do I have to pay it (it speaks about court judgment!) ?
    Has someone had this before ?
    Do I have to appeal at popla ?
    Help me please I'm very worried !!!

    Who sent the letter?debt recovery plus?

    If you have got this letter it's to late to appeal to popla unless u have already done so?
    The really is no need to be worried. They have no powers and will send you another scary looking letter, but nothing will happen and no one will call round

    I did not do the popla appeal (was awayfor summer and did not take the time for it :s).
    Control account plc credit management sent this scary letter with 115 pounds to pay !!!
    What are the risks ?

    With this lot non!!!!
    They are useless. Ecp only did court once but got a real spanking.

    So now I just have to wait for another scary reminder , nothing really to do (as it is too late to do the popla appeal ?) ?
    As I dont really have "excuse" except the fact that I just missed the signs saying I had to pay, am I safe all the same ?
    (sorry to ask many times but this kind of things with these big amounts of money are worrying for me...)
    And if I sell my car (for example next month) will I have problems at all ?

    To late to appeal to popla.
    Wait for the next letter with more red ink. Nothing else you need to do.
